Memorandum to District Collectors
యన్.యు.జి.డి.ఎస్ రాష్ట్ర కార్యవర్గ సభ్యులకు మరియు డివిజన్ / బ్రాంచ్ కార్యదర్శులకు విజ్ఞప్తి.
గ్రామీణ తపాలా సేవకులకు రాష్ట్ర ప్రభుత్వం అందించే "కామన్ మెన్" సౌకర్యాలను కల్పించాలని కోరుతూ అన్ని జిల్లా కలెక్టర్లుకు మెమోరాండం సమర్పించవలసిందిగా కోరుచున్నాము.
మెమోరాండం క్రింద జతపరచడం జరిగింది.
ప్రతి సోమవారం రోజున అన్ని కలెక్టర్ ఆఫీసుల నందు ఫిర్యాదులు స్వీకరించ బడును. కావున కార్యదర్శులు అందరూ కనీసం పది మందికి తగ్గకుండా వారి వారి జిల్లా కలెక్టర్లను సంప్రదించి ఈ మెమోరాండంను సమర్పించగలరు.
ఈ కార్యక్రమం ను ఆగస్టు 5వ తేదీ 2019 న చేపట్టగలరని ఆశిస్తున్నాము.
కార్యక్రమంలో జిల్లా INTUC నాయకులని కూడా కలుపుకొని వెళ్ళగలరు.
మీ మీ డివిజనల్ లెటర్ హెడ్ల మీద ఈ మాటర్ తో Memorandum ప్రింట్ తీసుకొని డివిజన్ ప్రెసిడెంట్,కార్యదర్శి మరియు కోశాధికారి గారి సంతకంల తో కలెక్టర్ గారికి ఇవ్వగలరు.

Respected sir,
Sub: Provision of Common man facilities to Gramin Dak Sevak employees working in the Department of Posts. Request-reg .
The Gramin Dak Sevaks are a distinct category of employees working in the Department of Posts and they are around 16,000 in Andhra Pradesh Postal Circle. Gramin Dak Sevaks run the Rural Post offices called Branch Post offices. They are extra departmental employees of the Department of Posts and they do not come under the purview of CCS and CCA Rules 1965 or CCS pension Rules 1972 and they are not eligible for pension and medical facilities which are available for Departmental employees .They are not paid salary but are given Time Related continuity Allowances (TRCA) as their emoluments minimum of Rs.10,000 +D.A
The TRCA is fixed based on workload i. e., 4 to 5 hours . As per the 2011 engagement Rules a Gramin Dak Sevak shall not be required to perform duty beyond a maximum period of 5 hours in a day. But now the GDS officials are working for more than 5 hours and maximum of up to 8 hours in a day due to addition of new schemes like MNREGS(Mahatma Gandhi National Rural Employees Guarantee Scheme), on Biometric Machines and Rural Postal Life Insurance work, Sukanya Samruddhi Accounts, India Post Payment Bank and there is no scope for doing any other work for better livelihood .
As per Gramin Dak Sevak engagement Rules 2011 Branch office is to be accommodated by the GDS official himself for which an amount of Rs.250 to Rs.500 is being paid to him as office maintenance allowance whereas he had been paying Rs.1000- to 1500- towards rent. 10% to 15% of amount from Pay and Allowances is being spent for their office rents by the GDS Branch Postmasters.
Earlier Social security pension payments made through Branch postmasters to old age, widow, disabled persons. In Andhra Pradesh state old age pensions disbursed to the old age people after completion of 60 years. Even after completion of 47years of long service and also retired at the age of 65years, GDS are not eligible for Pension.
Central Government clearly states that GDS are not Central Government employees though GDS posts are civil posts but outside the civil services of India and not providing any facility i.e, medical , pension , Children’s Educational Allowance, leaves etc. Unfortunately AP State Government authorities treated them as Central Government employees and not consider for COMMON MAN facilities.
Under these circumstances, it is requested to the Hon’ble District Collector to intervene on the below submitted issues, which are legitimate and genuine aspirations of the GDS officials for their livelihood.
1. Provide white Ration cards to all GDS officials.
2. Eligibility for State Government Housing Scheme
3. Grant of Old age pension after retiring the GDS at the age of 65years.
4. Providing Medical facilities as provided for the poor people in Andhra Pradesh State.
5. Extending the scheme “ Amma Vodi “ to all Gramin Dak Sevaks working in AP Postal Circle.
