Generally PMO will not interfere in the process & approval of Cabinet Notes.

Only In some special cases, pmo office will ask information regarding the issues included in that Cabinet Note.

GDS Pay Committee Report chaired by Sri.Kamalesh Chandra are just natural,acceptable and some what legal.

So, PMO will not have any objections on that recommendations.

CSI & IPPB monitered by PMO. 

So,we have to think about the objections only regarding  IPPB in r/o GDS.

Dont get excited.In every moment we enquire,discuss and do favour to all GDS.

Postmen with Smartphones to Cater IPPB Services : A special dispensation from the Reserve Bank of India (RBI) will enable the payments bank to link accounts of existing post office savings bank customers and let them access both on the same screen and perform transactions.

New Delhi: India Post Payments Bank (IPPB) will press into service postmen equipped with smartphones to go door to door and will open 3,250 customer access points across 650 districts when it launches operations in March, seeking to cater largely to under-banked rural areas.

The bank will leverage the 155,000 technologically upgraded post offices, of which 129,000 are in rural areas, as well as the existing customer base of India Post, Anant Narayan Nanda, secretary, department of posts, and chairman of IPPB, said in an interview.

According to Nanda, this will give a huge fillip to existing customers. India Post has around 170 million savings bank accounts.

“By December 2018, 2 lakh postmen and gramin dak sewaks carrying mobile phones will offer doorstep banking to customers predominantly in rural areas. Eventually, this number will increase to 3.5 lakh,” Nanda said.

The bank plans to start with 3,250 access points—five each in 650 districts—and scale up the number every month. It will employ 3,000 people—roughly half the staff will be on deputation from state-run banks and India Post.

The bank is in the process of training postmen to carry out basic banking facilities such as opening bank accounts and conducting transactions on the mobile phone. Besides assisting customers, the postmen will also teach them how to perform transactions on their own. They will receive monetary incentives for both assisted and eventually self-service transactions.

Customers will be able to access a range of services including net banking, National Electronic Funds Transfer (NEFT), Real-time Gross Settlement (RTGS) and Immediate Payment Service (IMPS). They will be able to pay utility bills, invest in mutual funds and buy insurance products on the app.

The gramin dak sevaks and postmen will be trained by banking institutions. An internal survey by the department showed that between 70% and 80% of postmen use smartphones for personal use and are active on social networking sites and should be able to use the app with ease, Nanda said.

At present, the post office accepts payments of around Rs46,000 crore in cash every year. With the entire network moving towards accepting digital payments, a significant portion of this amount could be handled by the banking network, an indication of the potential available for business.

IPPB is 100% owned by India Post; it received a payments bank license from RBI in January 2017 and has begun operations on a pilot basis in Jharkhand and Chhattisgarh.

India has three other operational payment banks—Airtel Payments Bank, Paytm Payments Bank and Fino Payments Bank.

“India Post does have the largest reach in the rural parts of the country and the idea of financial inclusion through postmen seems very promising,” said Ashish Aggarwal, a consultant at the National Institute of Public Finance and Policy. “However, the execution has to be well done to have mass impact. The postmen need to be well-trained and equipped as even basic banking involves much more than delivering courier (packages) and letters,” he added.

Today Four teams participated in thetournament.Narasaraopet,Sattenapalli,Vinukonda and Macherla Sub-division teams. This tournament conducted by National Unions, Narasaraopet Divisions. And prizes sponsored by Sivaji Vasireddy, Circle Secretary,  AP Circle.

First Match: Sattenapalli Vs Macherla. Sattenapalli team won the toss and elected to bat first.

Sattenapalle sub dn team scored 153/2 runs in 15 overs. Ramakotaiah , bpm velpur bo a/w Krosur so scored 48 ,  Narayana, Bpm pakalapadu Bo a/w Krosur so scored 47 runs and RJ Sambasivarao pa Pedakurapadu  so scored 17 runs. Best bowling from Macherla sub dn by Gopaiah, bpm , manchikallu Bo a/w Rentachintala SO


Macherla sub dn team all out and scored 60 runs. Sattenapalle sub dn won the match with 94 runs. Best bowler from Sattenapalle sub dn is Manikanta BPM 88 Talluru Bo a/w Krosur so. Sattenapalle sub dn went to finals.

Second Match : Narasaraopet sub dn scored 80 runs and vinukonda sub dn team won the match.

Finals : Final match detais          Vinukonda team scored 103/8. Ajay MO 29 , Ravindrareddy 20. Bowling best Ajay.       Sattenapalle scored 98 all out. Manikanta 20, Narasimhanaik 14. Best bowling best : srivas goud , konduru BO.

Winner team is Vinukonda Sub Divn and Runner up is Sattenapalle Sub Divn . Vinukonda won by 5 runs only. Good performance by both teams and congratulations to all players.

As per Conduct&Engagement Rules,2011

Rule 3 A(i) : A Sevak shall not be required to perform duty beyond a maximum period of 5 hours in a day.

Rule 3 A (iii) : A Sevak shall have to give an undertaking that he has other sources of income besides the allowances paid or to be paid by the Government for adequte means of livelihood for himself and his family.

Department of Posts clearly mention in C&E Rules and also replied in RTI " that no GDS perform their duties beyond 5 hours.

As per Rule 3A (iii) , alternative source of income criteria is also a mandatory one.

In these circumstances on what basis Officers of DoP direct the GDS to open more number of accounts and BD business which reflected in working hours of GDS and how the question of alternative source of income arises in the cases of Maximum scale GDS.

If DoP and Officers of DoP permit GDS to work more than 5 hours then automatically the Rule 3A(iii) of GDS C&E Rules automatically disappeared. This situation must amend the Rule 3A(i) of C&E and provide 8 hours duty to all Gramin Dak Sevaks.

If DoP implement the Rule 3A(iii) of C&E , then automatically , the  Officers of DoP should not insisted the Group of GDS who are in the maximum scale i.e.5 hours.

I think Officers of DoP not ignored the Directorate orders.

GDS Conduct &Engagement Rules, 2011 are non- statuatory ,illegal and  Un Constitutional.

Humble Request to DoP Officers:

1.We have a family wife,childrens,brothers,sisisters,mother,father,grand mother, grand father like you to look after.

2.We have also a dream to settle our children in good manner like you.

3.We are also interested to construct a house for safty living not like your Duplex.

4.We spent nearly 50% of our TRCA towards our family medical expenses.

5. My GDS after retirement became beggars in so many States unlike you.

6.Livelihood hood for majority of GDS is almost in danger position unlike you.

All most all the GDS recruited in the last decade are suffering a lot with so many problems.(we cant express so many strains because we are working in the world top most prestegious organisation)

Other wise , struggle definitly arises or Deaths of GDS on your account will definitly comes out.

Today our NUGDS Khammam team met Smt.Renukha Chowadary , Hon'ble Member of Parliament (Rajya Sabha ) and conveyed gratitude towards her intervention in implementation process of GDS Pay Committee Report.

The Delegation also  requested the Hon'ble MP to take intiation for  amendment of the GDS Conduct & Engagement Rules, 2011 particularly Rule 3A(i).

Rule 3 A (i) clearly mention no GDS perform their dutied beyond 5 hours.

Delegation explained the RICT& IPPB structure and GDS are the only outlets for these Banking& Direct Benifit Schemes.

Hon'ble MP assured to take up this issue as a policy matter and will do needful to all GDS.
