Regarding GDS Transfer

1.As per the Order dated 21.10.2019 regarding Transfer of GDS on Administrative / Vigilance grounds :

"GDS revoked from put off duty, ordinarily should not ordinarily be posted on the same post and should be transferred to any other vacant post".

But as per the recommendation of the Kamalesh Chandra Committee : ( Chapter 17.30)

" Preferring transfer before duty".

Department order is quite contrary to the observation and recommendation of the Committee report.

2.As per the para 9.38.4 of the recommendation of Committee :

a) Transfer for male should be 3 times & for female without any limit.

b) Reasons for transfer : home village /home division and place recommended for mefical treatment.

c) powers vested with Div.Head/PMG/CPMG.

d) No drop in wages except BPM to ABPM & Level 1 to Level 2.

Department considered b & c points and ignored a & d points and issued one order dated 4.1.2019.

As per the para 9.38.5 recommendation of the committee report :

" that the Department should prescribe norms for effecting transfer of GDSs with in Division on Administrative / Vigilance grounds". This was implemented as it is with out any modification.

In the same content of recommendation on GDS Transfer one para is ignored and second para is considered as the same. Is it justified?

3.The order dated 21.10.2019 states that 

 Non-improvement in delivery of services rendered by Department to member of public by a GDS supported by documentary evidences , Department may transfer the GDS on Administrative ground. This is nothing but accepting all the targets fixed by the Department and threatening all the GDS and finally shows this order "dictatorship of Department".

This is completly anti labour attitude of the department.

If Department wants more productivity from GDS , some measures should be relaxed otherwise Department may be forced to be in trouble.
