IPPB is taking rapid steps towards operations. IPPB will become largest bank in the world says Shri B V Sudhakar, Secretary India Post. He also says that IPPB is planning to roll out 650 branches by next year and all these branches will work in connection with existing India Post offices thus making IPPB the largest bank in the world.

He also says that the bank is envisioned towards the financial inclusion of the country. He says that the bank is recruiting heavily and also said that there will be internal deputations from the officials of Post officess, RMS offices and DAP etc.

Post offices to go paperless in six months

ONGOLE, October 29, 2016

In a customer-centric initiative, India Post will go paperless shortly implementing Core System Integrator (CSI) Project across different channels, levels and locations, according to its Vijayawada Region Postal Services Director E. Veerabhadra Rao.

Addressing the media here on Friday night, he said, “A pilot project is being implemented in Machilipatnam in this region to lay down a robust IT infrastructure, implement software applications. All services of the Postal Department will go online in six months time.” Customer Interaction Channels would provide services through call centre, web portal and mobile devices.

The CSI also provided for IT-based mail operations with improved article tracking and technology-driven logistics network. Finance & Accounts as also Human Resources Management would be done online under CSI, he added.


“India Post is fully geared up to offer banking services from new fiscal,” he said, adding that the Reserve Bank of India had in principle agreed to inter-portability of its Automated Teller Machines (ATMs) with those of PSU banks. “Some ticklish issues like addressing the complaints of the customers of each other are being looked into,” he added.

LANDMARK JUDGMENT BY SUPREME COURT FOR PAYMENT OF “EQUAL PAY FOR EQUAL WORK” TO THE DAILY WAGE EMPLOYEES, ADHOC APPOINTEES, EMPLOYEES APPOINTED ON CASUAL BASIS, CONTRACTUAL EMPLOYEES AND THE LIKE.

The Hon’ble Supreme Court in its Historical 102 pages Judgment in Civil Appeal No. 2013 of 2013 dated 26.10.2016 has directed that Temporary Employees, Adhoc Appointees, employees appointed on Casual basis, contractual employees and the like, if the concerned employees are rendering similar duties and responsibilities as were being discharged by regular employees holding the same/corresponding posts are entitled “for equal pay for equal work” such employees are entitled for draw wages at the minimum of the payscale extended to regular employees holding the same posts. We will be representing to the Govt. To implement this Judgment and issue a common order in this regard. Full judgement is reproduced below:

2 nd September 2016 Department of post issued an order revising bonus to Rs.7000- to Departmental employees excluding GDS.

3rd September 2016   the Nugds General secretary wrote a  letter to The Secretary ,Department of  Post revise the Bonus ceiling to GDS employees.

15th September 2016   Our Federation sent a letter to  The Chairman ,Postal Board request to revise Bonus ceiling to GDS Colleagues.

23rd September 2016    NFPE announced Dharna programme without consulting FNPO for this we posted  our view on the website the following , We don’t want comment more on this issue now. 
FNPO representatives will meet concerned officers next week. Till such time we don’t want to announce any agitation programme . GDS colleagues are requested to understand the situation. FNPO will not aggravate any issues under any circumstances, at the same time,we will not compromise core issue at any cost.

7th Pay Commission: Union Cabinet approves 2% DA hike for Central Govt employees, pensioners


The 2 percent hike in dearness allowance (DA), due from July 2016, will benefit about lakhs of Central government employees and pensioners.

The Union Cabinet has cleared 2 percent hike in dearness allowance (DA) at a meeting held on Thursday. The hike will be effective from July 2016. The decision will benefit about 50 Central government employees and comes days ahead of Diwali.
"The proposal to provide 2% dearness allowance and dearness relief to central government employees and pensioners respectively, is listed on agenda of the Union Cabinet meeting scheduled for tomorrow," PTI quoted an official familiar with the matter as saying.
It is not clear whether the hike will be applicable to pensioners as well. There are about 58 lakh Central government pensioners.
The hike in DA is lower than that demanded by the trade unions.
"The 12-month average of Consumer Price Index for Industrial Workers from 1 July 2015 to 30 June 2016, works out to be 2.92%. Therefore the unions had pressed for 3% DA. We are not satisfied with this," president of confederation of central government employees K K N Kutty said, reported PTI on Wednesday.
The government is yet to take a decision on hike in allowances as proposed by the 7th Central Pay Commission (CPC). A committee appointed by the government to look into the recommendations on allowances was appointed in June and was supposed to give its view within four months.
The CPC had examined 196 allowances and given its recommendations on abolishing or raising some of them while recommending others to be subsumed with other perks.
The recommendations of the 7th CPC cover 47 lakh Central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.
The 7th CPC had proposed 138.71 percent hike in HRA and 49.79 percent for other allowances while submitting its voluminous report last November.
Unlike concerns that the recommendations of the CPC will spike inflation, the RBI's Monetary Policy Committee (MPC) at its first meeting early this month shrugged off such fears.
"Some of the upside risks to inflation discussed in the MPC meeting on October 3 and 4, 2016, particularly arising out of the award of the 7th Pay Commission, are largely statistical according to me. Looking forward, in my opinion, the probability of inflation turning up from the current level is reasonably less," Ravindra H. Dholakia said, according to the minutes of the MPC meeting.
The MPC has six members, three of whom have been nominated by the Central government.

The court passed the verdict on a bunch of petition filed by temporary employee working for state of Punjab seeking wage parity with regular employee.

NEW DELHI: In a big relief to lakhs oftemporary employee who have been hired by government departments and agencies across the country on contractual basis, theSupreme Court on Wednesday held that they are entitled to wages at par with permanent employees and principle of 'equal pay for equal work' must be followed. 

A bench of Justices JS Khehar and SA Bobde said the principle of 'equal pay for equal work' constitutes a clear and unambiguous right vested in every employee whether engaged on regular or temporary basis. 

"In our considered view, it is fallacious to determine artificial parameters to deny fruits of labour. An employee engaged for the same work, cannot be paid less than another, who performs the same duties and responsibilities. Certainly not, in a welfare state. Such an action besides being demeaning, strikes at the very foundation of human dignity," the bench said. 

The bench said the principle had been expounded through a large number of judgments rendered by the apex court and and constitutes law declared by the Supreme Court. 

"Any one, who is compelled to work at a lesser wage, does not do so voluntarily. He does so, to provide food and shelter to his family, at the cost of his self respect and dignity, at the cost of his self worth, and at the cost of his integrity. For he knows, that his dependents would suffer immensely, if he does not accept the lesser wage," Justice Khehar, who wrote the judgement, said. 

"Any act, of paying less wages, as compared to others similarly situate, constitutes an act of exploitative enslavement, emerging out of a domineering position. Undoubtedly, the action is oppressive, suppressive and coercive, as it compels involuntary subjugation," he said. 

The court passed the verdict on a bunch of petition filed by temporary employee working for state of Punjab seeking wage parity with regular employee. They approached the apex court after Punjab and Haryana High Court held that temporary employees were not entitled to the minimum of the regular pay-scale, merely for reason, that the activities carried on by them and the regular employees were similar. 

Setting aside the HC order, the apex court held that the principle of equal pay for equal work must be followed in the country as India was a signatory of International Covenant on Economic, Social and Cultural Rights. 

"There can be no doubt, that the principle of equal pay for equal work would be applicable to all the concerned temporary employees, so as to vest in them the right to claim wages, at par with the minimum of the pay-scale of regularly engaged government employees, holding the same post,"it said. 

"India is a signatory to the covenant, having ratified the same on April 10, 1979. There is no escape from the above obligation, in view of different provisions of the Constitution and in view of the law declared by this court under Article 141 of the Constitution of India, the principle of 'equal pay for equal work' constitutes a clear and unambiguous right and is vested in every employee - whether engaged on regular or temporary basis,"it said.

In a major decision ahead of the polls PunjabCabinet today regularised services of over 30,000 contractual employees of the government. 

Employees working on contract, adhoc, daily-wage, temporary and work-charged basis in government departments, boards, corporations and societies will be regularised, a spokesman with the Chief Minister's Office said. The decision was taken in a meeting chaired byPunjabChief Minister  here today. 

The spokesman said these employees should have completed three years of continuous service, fulfilled educational qualifications and age limit at the time of appointment The proposal was finalised yesterday in a Cabinet Sub Committee meeting chaired by Deputy Chief Minister Sukhbir Singh Badal. 

Industry Minister Madan Mohan Mittal, Local Bodies Minister Anil Joshi, Education Minister Daljit Singh Cheema, Finance Minister Parminder Singh Dhindsa and Health Minister Surjit Kumar Jyani were part of the committee.The last decision on regularisation was taken in the last tenure of the SAD-BJP government in which 45,000 employees were regularised. Pays of those regularised will be protected and they can continue to draw salary for three years. "Group-D employees will be regularised like those in Group A, B and C," he assured. 

In another landmark decision, the Cabinet "adopted" all employees taken through private outsourcing agencies or contractors. These employees will now be shifted straightaway to a direct arrangement and become the government's contractual employees. They will be eligible for benefits, he said .The Cabinet directed the Chief Secretary to ensure all cases related to employment are decided and disposed within three-weeks on compassionate grounds. 

It further decided to fill vacant posts related to all reserved categories, SC, OBC and physically handicapped. The CM intervened to ensure employees were given benefits for their past services and not be considered fresh recruits. 
"They will be given pay protection and will be allowed to draw pay equivalent to their last pay," the CM said.
In a goodwill gesture, the Cabinet approved special grant-in-aid of up to Rs 50 lakh to war widows (or their legal heirs) of soldiers martyred in the 1965 and 1971 Indo-Pak and 1962 Indo-China wars.The Cabinet after verification will give the grant in three half-yearly installments--one of Rs 20 lakh and two of Rs 15 lakh. 

It also approved amendments to the Fiscal Incentives for Industrial Promotion (Revised) 2013. Now incentives like exemption from Mandi Fee/Rural Development Fee already given to the established/under construction basmati processing units from December 2013 to September 2015, as a part of incentives, will not exceed the approved fixed capital investment. 
It approved formation of a finance management cell for the Food, Civil Supplies and Consumer Affairs DepartmentIt will monitor accounts related to all procurement agencies and ensure proper accounting of funds given to agencies and their recoveries/payments. 

In view of allotment of liquor vends for 2016-17, the Cabinet gave its nod to make certain amendments for issuance of L-1A License in pursuance with directions of and Haryana High Court, he said. Consequently, eligible person/firm could obtain L-1A license directly from the department, after fulfilling the necessary conditions, said spokesman. 

Conceding to the demand of 1984 riot affected families, the Cabinet also gave approval to execute conveyance deed of the houses/booths allotted to them on allotment rates instead of collector rates.
In a bid to attract huge investments in industry, trade and housing sector, the PunjabCabinet today approved amendments in an earlier policy approved on February 27, 2008. The revised policy envisages mega housing projects. If more area is added than the approved, then to complete development works in the additional area will be on the basis of PAPRA and five years will be given for its completion.

In case of upgradation of category by the promoters of Super Mega Mixed Use Integrated Industrial Park Projects, they would be entitled to the incentives of upgraded category as well as five years time (without penalty) for the completion of increased area from the date of supplementary agreement. Likewise, if a promoter has additional area and the category is not upgraded then he would be entitled for five years time (without penalty) for its completion. But the incentives would remain the same as of the existing category.

It decided that the District Labour Court, District Consumer Forum and District Social Welfare offices should be set up at Pathankot. Meanwhile, Congress chief Amarinder Singh welcomed the regularisation of contractual employees. "Better late than never. I had promised to regularise all contractual employees as soon as I came to power but I'm happy to see that they have been given their due just a few days before Diwali," he said, adding, the Badal government has finally seen sense.

He described the development as a victory for the contractual employees who had for long been agitating for regularisation.

Delhi government has sought proposals from its various departments by November 15 regarding regularisation of contractual employees, Chief Minister Arvind Kejriwalon Friday said. Kejriwal, however, indicated that if Lt Governor Najeeb Jung doesn’t give his nod to government’s proposals, it will move the Supreme Court as there is an apex court’s order on regularisation of contractual employees.
“Delhi Cabinet had last year decided to make a policy to regularise contractual employees of all departments. To begin with, Education Department had prepared a proposal in this regard and it was sent to the LG for his nod. However, the Lt Governor has not given his approval so far,” he told reporters.
Instead of getting proposals from different departments in a series, “we have directed all departments to send their proposals by November 15 so that government will take decision on all proposals together,” he added.
The decision was taken at a Cabinet meeting chaired by the CM at his official residence today. Chief Secretary K K Sharma has been directed to monitor the progress on various departments’ proposals.

The Delhi CM said that there was Uma Devi judgement of the Supreme Court according to which specified some conditions for regularization of the contractual employees.
“As per the judgement, there should be open exam for this practice. Besides, relaxations can be given on experience and age while regularising contractual employees. We had sent guest teachers’ proposal to LG, but he has sent back it. He had objected to experience relaxation.
‘Government will again sent it to LG. If it is not approved then, we will move the Supreme Court,” he said.
As per rough estimate, there are over 50,000 contractual employees working in various departments of the Delhi government.
