Social Security Schemes to Gramin Dak Sevaks : A small Anlysis

GDS ar deprived of the State Government welfare/ pension schemes which are available to common man, as the State Govt. consider the working/ discharged GDS as Central Govt.employee and reject their application on this ground.
There are several schemes launched by the Central & State Govt. for housing , health , emoyment etc. But the benefits of these programmes are not reaching to GDS and their family members because of their projected status as a Govt.employee.
For example in Andhra Pradesh & Telangana States , GDS are not eligible for issuing White Ration Card , medical re-embursement schemes like Aarogyasri & NTR Vaidhya Bheema , Housing schemes , childrens educational fees re-embursement , Old age pension etc. which were provided to all COMMON MAN living in these both States.
Therefore we are in the view , that the Central and State Governments not treated GDS as a COMMON MAN also.
#Department_View :
The GDS are not covered under CCS (Pension ) Rules,1972 and therefore , they are not entitled for any pension,GPF and other benefits . So, DoP has sympathytically designed some social security schemes to GDS i.e. Sevarance now called as Service Dischage Benefit Scheme (SDBS) ,Gratuity,Group Insurance etc.
• Sevarance ( SDBS ):
For each completed year of service @1500/- up to 2011 and there after SDBS scheme is introduced . At present, as per DoP order , maximum amount payable to GDS to this scheme is Rs.1,50,000/-( ceiling ) and providing for RS.4,000/- per annum w.e.f.1/1/2016.
But, as on 1.1.2016 ,I think 0.5% or below the said 0.5% are continuing in the Severance scheme.Why because after 2013 ,it is mandatory to join in SDBS those who are engaged as GDS. So, the order issued by the DoP on 1/7/2019 regarding enhancement of severance amount from RS.1500/- to RS.4,000/- is not beneficiary to all the GDS and also straightly mention this order as null & void.
Ex-Gratia Gratuity :
At present maximum amount payable to GDS to this scheme is Rs.1,50,000/-
Without enhancing the new wages from 1/1/2016, this order dated 1/7/2019 is also illegal.
• If a GDS retired from service before 1/7/2018
The gratuity formulae as follows
A). Half month salary × years of completed service
10,497× 15× 43÷ 26= 2,60,406/-
B). Last wages drawn × 16.5 times = 1,73200/-
which ever is less i.e, 1,73,200/-
But As per DoP ,order he will receive only 1,50,000/-
• If a GDS retired from service after 1/7/2018
A). 13,325× 15× 38÷ 26 = 2,92,125/-
B). 13,325× 16.5 times = 2,19,862/-
Which ever is less i.e, 2,19,862/-
But As per DoP ,order he will receive only 1,50,000/-.
• Group Insurance Scheme :
At present insurance coverage of Rs.50,000 with a monthly subscription of Rs.50 is available to all GDS. But it is not a attractive scheme when compared to PMJJBY.
