ఖమ్మం పార్లమెంట్ సభ్యులు శ్రీ నామా నాగేశ్వరరావు గారిని ఎన్ యు జి డి ఎస్ నాయకులు రెండు దఫాలుగా కలిసి జిడిఎస్ ల సమస్యలపై వినతి పత్రం ఇచ్చిన సందర్భంలో అప్పుడు వారు ఇచ్చిన హామీని నిలబెట్టుకునే విధంగా జిడిఎస్ ల సమస్యలు పరిష్కరించాలని మంచి ఉద్దేశంతో నవంబర్ నెలలో జరగనున్న పార్లమెంట్ సమావేశాల కు ఎనిమిది మందితో కూడిన ఎన్ యు జి డి ఎస్ ప్రతినిధులను వారి సొంత ఖర్చులతో ఢిల్లీకి తీసుకు వెళ్ళుటకు మరియు అక్కడ ఉండుటకు వసతి సముదాయాన్ని కూడా సిద్ధం చేసినారని తెలియజేసినారు. దానితో పాటుగా జిడిఎస్ ల సమస్యల పరిష్కారానికి రెండు తెలుగు రాష్ట్రాల్లో నీ పార్లమెంటు సభ్యులను కలుపుకొని ప్రభుత్వాన్ని నిలదీస్తాం అని అలాగే ఎన్ యు జి డి ఎస్ నాయకుల కోరికమేరకు కమ్యూనికేషన్ శాఖ మంత్రివర్యులు శ్రీ రవిశంకర్ ప్రసాద్ గారి అపాయింట్మెంటు కు కూడా ఏర్పాట్లు చేసినాము అని తెలియజేశారు 

గతంలో ఎన్నో ప్రజా సమస్యలను ను పార్లమెంటు దృష్టికి తీసుకువెళ్లిన నామ గారు జిడిఎస్ ల సమస్యలను వారి భుజాన వేసుకొని పరిష్కారానికై ప్రయత్నం చేయడం చాలా సంతోషకరం. దేశంలో ఉన్న రెండు లక్షల 75 వేల మంది జిడిఎస్ లు వారికి ఎప్పటికీ రుణపడి ఉంటారని తెలియజేస్తు ఈ సందర్భంగా ఈరోజు అనగా ది 29 10 2019 న ప్రెస్ మీట్ పెట్టి పత్రికాముఖంగా వారికి ధన్యవాదములు తెలియజేయడం జరిగింది. ఈ కార్యక్రమంలో ఎన్ యు జిడిఎస్ రాష్ట్ర కార్యదర్శి కోటేశ్వరరావు ,ఎన్ యు పి ఈ రాష్ట్ర అధ్యక్షులు జి నాగేశ్వరావు గారు ,డివిజన్ కార్యదర్శులు బీ వీరన్న ,ఎండి sukur తదితరులు పాల్గొన్నారు.

Regarding GDS Transfer

1.As per the Order dated 21.10.2019 regarding Transfer of GDS on Administrative / Vigilance grounds :

"GDS revoked from put off duty, ordinarily should not ordinarily be posted on the same post and should be transferred to any other vacant post".

But as per the recommendation of the Kamalesh Chandra Committee : ( Chapter 17.30)

" Preferring transfer before duty".

Department order is quite contrary to the observation and recommendation of the Committee report.

2.As per the para 9.38.4 of the recommendation of Committee :

a) Transfer for male should be 3 times & for female without any limit.

b) Reasons for transfer : home village /home division and place recommended for mefical treatment.

c) powers vested with Div.Head/PMG/CPMG.

d) No drop in wages except BPM to ABPM & Level 1 to Level 2.

Department considered b & c points and ignored a & d points and issued one order dated 4.1.2019.

As per the para 9.38.5 recommendation of the committee report :

" that the Department should prescribe norms for effecting transfer of GDSs with in Division on Administrative / Vigilance grounds". This was implemented as it is with out any modification.

In the same content of recommendation on GDS Transfer one para is ignored and second para is considered as the same. Is it justified?

3.The order dated 21.10.2019 states that 

 Non-improvement in delivery of services rendered by Department to member of public by a GDS supported by documentary evidences , Department may transfer the GDS on Administrative ground. This is nothing but accepting all the targets fixed by the Department and threatening all the GDS and finally shows this order "dictatorship of Department".

This is completly anti labour attitude of the department.

If Department wants more productivity from GDS , some measures should be relaxed otherwise Department may be forced to be in trouble.

• The department is now awaiting the RBI’s nod to transform it into a small finance bank where it can accept deposits of over Rs 1 lakh and advance loans, sources said.

NEW DELHI: After its grand launch last year, the India Post Payments Bank (IPPB) is struggling to survive with mounting salary bills and very little business.

The postal department feels that IPPB’s operations have become unviable and has stopped fresh hiring. The department is now awaiting the RBI’s nod to transform it into a small finance bank where it can accept deposits of over Rs 1 lakh and advance loans, sources said.

“We expect that by early next year, we will get the approval from the RBI,” said an official, who did not wish to be named. It is also looking at recapitalisation from the government and will firm up the amount closer to the Budget estimates.

Sources said the model for the payments bank was flawed from the beginning as “too much money” was poured into technology, which is estimated at up to Rs 1,000 crore for setting up the core banking system (CSB) and other related technology. “We perhaps did not need that kind of technology,” said a source. Manpower cost also started mounting and is estimated at Rs 250 crore.

Payments banks were the brain child of former RBI governor Raghuram Rajan, who came up with the idea of differentiated banks. These banks do not offer loans and several other facilities offered by full-fledged banks and are not allowed to accept deposits of over Rs 1 lakh. But they can help in taking banking services to the remote areas of the country.
PM Narendra Modi launched IPPB with the aim “to change the banking system in the country”. IPPB was launched with 650 branches, in addition to 3,250 access points co-located at post offices.

According to RBI guidelines, the objectives of setting up of small finance banks are to further financial inclusion by provision of savings vehicles and supply of credit to small business units, small & marginal farmers, micro & small industries, and other unorganised sector entities, through high-technology, low-cost operations

National Unions Joint bi-ennial Conference of  Adilabad Division was held on 20.10.2019 under the presidentship of Sri.Sekhar Reddy Div.President P3 at STU Bhavan , Adilabad.

Sri.Sivaji Vasireddy GS NAPE Gc  attended the meeting as chief guest. Sri.Prabhakar Raju SPOs Adilabad, Sri.Narayana Reddy Founder Adilabad FNPO and Sri.B.Manohar Reddy Ex.DS attended as Guests.Sri.G.Shankar Goud CS NAPE Gc Sri.M.D.Khaleel CS  TS NUPE PM& MTS , Sri.CH.Koteswara Rao CS NUGDS TS , Sri.Prabhakar reddy Dep.CS NUGDS and CH.Laxmi narayana CS AP NUGDS were attended and addressed the gathering.More than 400 National Union members attended the conference.A detailed discussion was held on the GDS issues particularly IPPB , RICT and Common Service Centres. After completion of 38 years service at Adilabad and serving as P3 DS since 19 years Sri G. Shankar Goud, CS NAPE C, Telangana Circle transfered to Secundranad division. In view of this the divisional unions given a  grand farewell to Goud ji. All the retired Group C, Postmen and MTS, and GDS  officials during the last two years in the division were felicitated.

Sri.I.Sekhar Reddy  , Sri.S.Vijay Kumar and Sri.U.Nitin Kumar were elected unanimously as P3 president , secretary and treasurer respectively.

Sri.A.Chinna Reddy , Sri.K.Kiran Babu and Arun GOUDwere elected unanimously as P4 president , secretary and treasurer respectively.

Sri.M.Narasaiah  Sri.G.Srinivas and K Praveen Kumar were elected unanimously as NUGDS president , secretary and treasurer respectively.

Both the Circle Unions of AP & Telangana and CHQ conveys best wishes and congratulations to the newly elected members.
