GDS working hours & workload assessment : Kamalesh Chandra Committee Analysis.

The committee noted that existing point system constitutes a major source of disappintment among the GDSBPMs due several short comings.

The point system although it carries sufficient accuracy but calculate workload based on the wrong assumption that transactions in GDS POs happens one after another without any time gap. But practically the situation is different except on the peak days of payment of Social Security Benefits when large queues of beneficiaries can be seen in GDS POs.

The committee noted that situation is entirely different in the rural settings , where the customers visit GDS POs in flexible timings for their postal needs and are mostly obliged by BPMs. Therefore the time offered by the BPMs is more than the time actually consumed by him/ her in conducting the transactions at GDS POs and for which they are paid. 

There is also provision of split duty of BPMs which furthur increases the time actually given by the BPMs in carrying out functions of GDS POs.

The committe visited GDS POs and also met and spoke with several BPMs and noticed that most of them are actually devoting more hour than actual assigned hours of workload.

Hence, committee recommended abolition of point system for assessment of workload of GDS.

• Department considered some of the recommendations of the committee ( very less ) and issued orders. 

• But not issued the order regarding workload assessment norms of GDS as recommended by Committee or decided by the Directorate it self.

• This is completly violation of implementing the pay commission.
