Cabinet approves Implementation of the recommendations of 7th Central Pay Commission : PIB News

Cabinet approves Implementation of the recommendations of 7th Central Pay Commission

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the implementation of the recommendations of 7th Central Pay Commission (CPC) on pay and pensionary benefits.   It will come into effect from 01.01.2016.

In the past, the employees had to wait for 19 months for the implementation of the Commission’s recommendations at the time of 5th CPC, and for 32 months at the time of implementation of 6th CPC.  However, this time, 7th CPC recommendations are being implemented within 6 months from the due date.

The Cabinet has also decided that arrears of pay and pensionary benefits will be paid during the current financial year (2016-17) itself, unlike in the past when parts of arrears were paid in the next financial year.

The recommendations will benefit over 1 crore employees. This includes over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.

Highlights:

1.            The present system of Pay Bands and Grade Pay has been dispensed with and a new Pay Matrix as recommended by the Commission has been approved. The status of the employee, hitherto determined by grade pay, will now be determined by the level in the Pay Matrix. Separate Pay Matrices have been drawn up for Civilians, Defence Personnel and for Military Nursing Service. The principle and rationale behind these matrices are the same.

2.            All existing levels have been subsumed in the new structure; no new levels have been introduced nor has any level been dispensed with. Index of Rationalisation has been approved for arriving at minimum pay in each Level of the Pay Matrix depending upon the increasing role, responsibility and accountability at each step in the hierarchy.

3.            The minimum pay has been increased from Rs.  7000 to 18000 p.m.  Starting salary of a newly recruited employee at lowest level will now be Rs.  18000 whereas for a freshly recruited Class I officer, it will be Rs.  56100.  This reflects a compression ratio of 1:3.12 signifying that pay of a Class I officer on direct recruitment will be three times the pay of an entrant at lowest level.

4.            For the purpose of revision of pay and pension, a fitment factor of 2.57 will be applied across all Levels in the Pay Matrices.

5.            Rate of increment has been retained at 3 %. This will benefit the employees in future on account of higher basic pay as the annual increments that they earn in future will be 2.57 times than at present.

6.            The Cabinet approved further improvements in the Defence Pay Matrix by enhancing Index of Rationalisation for Level 13A (Brigadier) and providing for additional stages in Level 12A (Lieutenant Colonel), 13 (Colonel) and 13A (Brigadier) in order to bring parity with Combined Armed Police Forces (CAPF) counterparts at the maximum of the respective Levels.

7.            Some other decisions impacting the employees including Defence & Combined Armed Police Forces (CAPF) personnel include :

·               Gratuity ceiling enhanced from Rs.  10 to 20 lakh. The ceiling on gratuity will increase by 25 % whenever DA rises by 50 %.
·               A common regime for payment of Ex-gratia lump sum compensation for civil and defence forces personnel payable to Next of Kin with the existing rates enhanced from Rs. 10-20 lakh to 25-45 lakh for different categories.
·               Rates of Military Service Pay revised from Rs.  1000, 2000, 4200 & 6000 to 3600, 5200, 10800 & 15500 respectively for various categories of Defence Forces personnel.
·               Terminal gratuity equivalent of 10.5 months of reckonable emoluments for Short Service Commissioned Officers who will be allowed to exit Armed Forces any time between 7 and 10 years of service.
·               Hospital Leave, Special Disability Leave and Sick Leave subsumed into a composite new Leave named ‘Work Related Illness and Injury Leave’ (WRIIL). Full pay and allowances will be granted to all employees during the entire period of hospitalization on account of WRIIL.

8.            The Cabinet also approved the recommendation of the Commission to enhance the ceiling of House Building Advance from Rs.  7.50 lakh to 25 lakh. In order to ensure that no hardship is caused to employees, four interest free advances namely Advances for Medical Treatment, TA on tour/transfer, TA for family of deceased employees and LTC have been retained. All other interest free advances have been abolished.

9.            The Cabinet also decided not to accept the steep hike in monthly contribution towards Central Government Employees Group Insurance Scheme (CGEGIS) recommended by the Commission. The existing rates of monthly contribution will continue. This will increase the take home salary of employees at lower levels by Rs. 1470. However, considering the need for social security of employees, the Cabinet has asked Ministry of Finance to work out a customized group insurance scheme for Central Government Employees with low premium and high risk cover.

10.        The general recommendations of the Commission on pension and related benefits have been approved by the Cabinet. Both the options recommended by the Commission as regards pension revision have been accepted subject to feasibility of their implementation. Revision of pension using the second option based on fitment factor of 2.57 shall be implemented immediately. A Committee is being constituted to address the implementation issues anticipated in the first formulation. The first formulation may be made applicable if its implementation is found feasible after examination by proposed Committee which is to submit its Report within 4 months.

11.        The Commission examined a total of 196 existing Allowances and, by way of rationalization, recommended abolition of 51 Allowances and subsuming of 37 Allowances. Given the significant changes in the existing provisions for Allowances which may have wide ranging implications, the Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on Allowances.  The Committee will complete its work in a time bound manner and submit its reports within a period of 4 months. Till a final decision, all existing Allowances will continue to be paid at the existing rates.

12.        The Cabinet also decided to constitute two separate Committees (i) to suggest measures for streamlining the implementation of National Pension System (NPS) and (ii) to look into anomalies likely to arise out of implementation of the Commission’s Report.

13.        Apart from the pay, pension and other recommendations approved by the Cabinet, it was decided that the concerned Ministries may examine the issues that are administrative in nature, individual post/ cadre specific and issues in which the Commission has not been able to arrive at a consensus.

14.        As estimated by the 7th CPC, the additional financial impact on account of implementation of all its recommendations in 2016-17 will be Rs. 1,02,100 crore. There will be an additional implication of Rs. 12,133 crore on account of payments of arrears of pay and pension for two months of 2015-16.

7th Pay Commission latest news today: Cabinet clears 23.5 per cent salary hike; implementation from July 1

The 23.5 salary hike is inclusive of allowances. The rise in basic pay is only 15 per cent. This is the lowest ever increase in salary recommended by any pay commission.

By Mohammed Uzair Shaikh on June 29, 2016 at 1:07 PMEmail

New Delhi, June 29: The much awaited salary hike of government employees will now be implemented. The Union Cabinet on Wednseday cleared the revised report prepared by Empowered Committee of Secretaries under Cabinet Secretary P K Sinha. The earlier recommendations of Justice A K Mathur led committee have been substantially increased. Government employees receive a salary hike of 23.5 per cent. An equal hike has been announced for pensioners. The hike would be implemented from July 1.

The 23.5 salary hike is inclusive of allowances. The rise in basic pay is only 15 per cent. This is the lowest ever increase in salary recommended by any pay commission. However, even this nominal pay hike would impact the exchequer by Rs 1.02 lakh crores. Finance Minister Arun Jaitley had earlier provisioned Rs 70,000 crore in the Annual Budget to meet the expenditure of increased pay. However, the tax net would be increased to meet the escalating expenditure.

As per the revised recommendations of Secretaries Panel, the minimum salary has been increased to Rs 18,000, whereas, the maximum salary has been capped at Rs 2,50,000.

However, the recommendations of 7th pay Commission has not pleased the a section of Union employees who are planning to go on strike. Most among them include the blue collared workers who had demanded the minimum salary to be pegged at Rs 26,000. The workers of Indian Railways, India Post and defence factories are contemplating the option of going on a strike from July 11.

7th Pay Commission: Big Hike Cleared For Around 50 Lakh Government Employees

Written by Rahul Shrivastava | Updated: Jun 29, 2016 12:27 IST

The Union Cabinet today cleared Seventh Pay Commission recommendations .

Story Highlights

Pay Commission recommended 23.55% hike in salaries, allowances, pensions .The move will impact nearly 50 lakh employees and 58 lakh pensioners .Many senior government officials will now draw higher salaries than MPs

New Delhi: A big pay hike for over a crore government employees and pensioners was cleared by the cabinet on Wednesday.

With this hike, several senior government officials will draw a higher salary than lawmakers in Parliament.

Salaries and allowances will rise by at least 23.5 per cent, which had been recommended by the 7th Pay Commission. The hike - the lowest in the last 70 years - is expected to cost the taxpayer an additional Rs 1 lakh crore annually, or nearly 0.7 per cent of GDP.

The government is eyeing the economic push the move will provide to the sluggish demand scenario in the economy.

The move will impact nearly 50 lakh employees and 58 lakh pensioners. The changes are likely to be implemented from January 1 this year.

The hike is built around the recommendation for a 14.27 per cent hike in basic pay.

Rs. 73,650 crore of the total payout will come from the general budget, while Rs. 28,450 crore will come from the railways.

One of the key changes suggested by the pay commission is the 'New Pay Structure', which will do away with pay bands and grade pay.

The previous Pay panel had recommended a 20 per cent hike which was eventually doubled when it was implemented in 2008.

The highest pay is pegged at Rs. 2, 25,000 per month for apex scale and Rs. 2,50,000 per month for cabinet secretary and others at the same pay level.

The rise will be more than double as the current pay in this scale is Rs. 90,000 per month.

The move has led to the discontent among the lawmakers who allege disparity. However, the government is also considering a hike in salaries and allowances of lawmakers.

The minimum pay recommendation is Rs. 18,000 per month. This too is more than double of the present Rs. 7,000.

Sources say Finance Minister Arun Jaitley has made provisions for the payout. Though the government is making an effort to increase revenue by bringing more under the tax net, the payout will reduce the government's kitty. Especially, because the Centre also needs about Rs.70,000 crore to meet the One Rank One Pension (OROP) commitment.

But the government is not complaining. The huge payout, once implemented, will boost the consumption demand at a time when the economy is moving sluggishly due to poor demand.

While some experts believe that the additional cash in the market may fuel an inflationary trend, experts say that the impact of the pay commission may become a turning point for the Prime Minister Narendra Modi's government to trigger demand that drives growth investment and profits.

7th CPC to get Cabinet nod soon, here’s why you will get 10 per cent less arrears in hand

The 7th Central Pay Commission recommendations are likely to be cleared by the Union Cabinet on Wednesday, leading to a much-awaited bonanza for 47 lakh central government employees and 53 lakh pensioners in the form of higher salaries and arrears from January 1, 2016, the date from which the recommendations will be made applicable.
However, if you are one of the working central government employees your arrears would come with a 10 per cent applicable deduction, that would be passed on to the National Pension System (NPS). Similar deductions are applicable to the increased salary component.
The 10 percent deduction from arrears and salary will come with a matching contribution from the government into the NPS for managing for creating a pension corpus at the time of retirement.
“The arrears that Central government employees will get with effect from January 2016 will come with 10 per cent deduction which will flow into their individual accounts under the NPS. There will be a matching contribution from the government,” Chairman, Pension Fund Regulatory and Development Authority (PFRDA), Hemant Contractor, told FeMoney.
It is expected that the increased salary and arrears would take effect from August 1, 2016.
Contractor said that the total amount that would flow into the NPS kitty from the 7th Pay Commission would be substantial. “We are expecting the money arising out of 7th Central Pay Commission recommendations will be released soon. The increased flow would be substantial. However, we have not been able to make an exact calcuation on the amount since we do not know the payment schedule. The amount would depend on the time and amount of arreards released in each tranche if it is released in parts,” the PFRDA Chairman said.
NPS is applicable to all employees joining services of Central Government, including Central Autonomous Bodies (except Armed Forces) on or after January 1, 2004. Many State Governments have adopted NPS architecture and implemented NPS mandatorily for their employees joining on or after a cut-off date.
A subscriber contributes 10 per cent of his salary plus DA into his Tier-I (pension) account on a mandatory basis every month which is invested along with the matching contribution from the employer.
The accumlation is managed by select pension fund managers (PFMs) as per guidelines laid down by PFRDA and is used for old age income benefit of subscribers. The pension regulator administer the National Pension System.
The 7th Pay Commission has recommended a 23.55 per cent hike in pay and allowance. While pay will go up by 16 per cent, increase in allowance will be 63 per cent and increase in pension 24 per cent. The impact the 7th Pay Commission recommendations on the government coffers will be to the tune of Rs 1.02 lakh crore, with Rs 73,650 crore impactg on the Union Budget and Rs 28,450 crore on the Railway Budget.

Publish Scores and ranking of Candidates in Recruiting Examination through Portal: DoPT

Date :22.06.2016

Now, scores of Central government exams will be available online

Now, scores of Central government exams will be available online

Candidates taking various examinations for recruitment into Central government will now be able to access their scores and rankings through a dedicated portal, with the government approving a proposal of Niti Aayog in this regard.

The detailed results will be available for public viewing, unless the candidate concerned has opted out of the disclosure scheme at the time of filing of application.

"The government has approved the proposal of Niti Aayog for making available publicly scores and ranking of candidates in recruitment examinations through portal for increasing access of the unemployed to job opportunities...NIC (National Informatics Centre) will develop a website 'Integrated Information System for Public Recruitment Agencies," DoPT said in a communication to Niti Aayog and department of electronics and information technology (DEITy) on Tuesday.

DoPT, as part of the modalities worked out by it for implementing the system suggested by Niti Aayog, has tasked NIC with creating the dedicated portal where the marks and ranking of all those who have appeared for recruitment exams will be uploaded. The integrated website will have links to various recruiting agencies' (UPSC, SSC, etc) own web pages.

The homepages of the recruiting agencies will display details of the recruitment examinations undertaken by them in the past one year and the date of announcement of the final results.

The user can click on the appropriate examination, which will display the search page. Through the search page, one can access display of details of the candidate, along with their rankings and scores in descending order. Other details to be made available include the candidate's name, father/husband's name, date of birth, category (general/SC/ST/OBC/PH/minority), gender, educational qualifications, address and e-mail address.

Stating that candidates may opt out of the public disclosure of their scores, the DoPT order said the option would have to be exercised at the time of filling up the application. "This, thus further indicates that the actual implementation can be done only on those examinations for which the application forms will be invited in future..Seeking option from candidates during the process of conduct of examination may neither be practical nor feasible," it elaborated.

The integrated web-portal will carry disclaimers saying that the authenticity of the data displayed by the recruiting agency will be its own responsibility. Also, if any other private or public agency undertakes recruitment based on data/information so disclosed, the DoPT/concerned ministry/department will not be responsible for any legal matter emanating from the process.
