KV admissions to go online from 2017-18
‘It will be a convenient option for parents’
With increasing demand for admissions to Kendriya Vidyalaya schools, the Kendriya Vidyalaya Sangathan (KVS) has decided take the admission process online across the country from 2017-18.
Santosh Kumar Mall, Commissioner, KVS, who was in the city recently, said for the coming academic year, a pilot was conducted in Delhi where they called for online applications. He said that they had received 1.16 lakh applications for 8,760 seats.
Mr. Mall said the online application system will be a “convenient option” for parents as it would avoid long queues in front of schools. “It will also ensure transparency and eliminate the scope for manipulation in registration,” he said.
In Bengaluru region — which consists of 50 KV schools in Karnataka and Goa — the number of applications registered for the 2016-17 academic year was 29,117 for 5,000 seats, which is six times the demand. In some instances, the demand was nearly 22 times the number of seats. The highest number of applications was received in Malleswaram, with 2,657 forms for 120 seats.
Owing to the high demand, many KV principals in the city said that the general public are unable to get admissions to KV. “The only way they can get a seat is under the RTE quota, if they are eligible, or under the Member of Parliament quota and girl child quota. This is because we have to give preference to other categories such as Central government employees, Central government autonomous bodies, and State government employees,” a principal said.
In many schools, the State government employees themselves are unable to obtain a seat because of the demand, she said.

Postman to obtain biometric authentication using handheld device
The Department of Posts (DoP) is likely to soon start a Rs 1,370-crore mega project that will allow India's 1.3 lakh postmen in rural regions to use network-connected handheld terminals for postal delivery.
The project, awarded last year to a consortium that includes state-run Telecom Consultants of India (TCIL), system integrator Ricoh India and Hyderabad-based VisionTek, which provides handheld devices, was delayed due to unavailability of components.
Big IT companies such as HP and Wipro were also in the running for the contract rolled out by the ministry of communications & information technology. "Based on terminal devices on network, the DoP initiative is likely to happen later this month. The project was delayed as the private company took time to deliver the components," TCIL's chairman and managing director Vimal Wakhlu told ET.
The devices will have a biometric module to authenticate an individual's identity using the Aadhaar number, solar-powered panel for charging terminals and a thermal printer to instantly print receipts.
"This is completely an indigenous project, including devices and components, and strengthens the concept of 'Make in India'," said Wakhlu.
The initiative is aimed at preventing postal losses and minimising procedural delays. The service will require a digital signature of the addressee that can be automatically transferred to a central server and an acknowledgement sent to the person.
TCIL is roping in state-owned telecom operator Bharat Sanchar Nigam Ltd for providing network connectivity.
The movement of postmen can be tracked using GPS on this device. It will help monitor the entire system and ensure more efficiency as post offices play a vital role in India's rural economy, Wakhlu said. "This programme is a step towards financial inclusion of the people of rural India as it will facilitate financial transactions. Money can be delivered and accepted through this device, with proper bank account and receipts delivery," he said.
Ricoh will act as the systems integrator, managing installations, maintaining hardware and supplying peripheral devices for the project.
"We have won the Rs 1,370-crore contract from DoP for the supply of hardware solutions under the department's modernisation initiatives. Ricoh will be providing maintenance services for rural ICT devices for a period of five years," said Ricoh India's managing director Manoj Kumar.

President Pranab Mukherjee on Tuesday signed an order that allows state boards to skip the uniform medical entrance examination, NEET , for a year.
NEET is the National Eligibility-cum-Entrance Test for admission to medical colleges.
The ordinance- or executive order - cleared by the Cabinet on Friday, is aimed at "partially" overturning a Supreme Court order.
The top court ruled last month that NEET would be the only test for admission to medical courses in India. It turned down an appeal by several states who wanted to hold their own separate medical entrance exams.The top court order said all government colleges, deemed universities and private medical colleges would have to use NEET's results and not their own entrance exam results for admission.
The ordinance was sent to the President on Saturday after which he had asked the health ministry to explain the reason for taking the ordinance route to keep state boards out of the ambit of NEET..
Health minister JP Nadda had met Pranab Mukherjee on Monday to answer the President's questions on the need for urgency in issuing the executive order.
Sources said the minister briefed the president on different issues related to the examination including issues like difference in state boards exams and syllabus and regional languages.
Nadda had earlier said the government was committed to implementing the as per Supreme Court's order, but was also looking for ways to accommodate the concerns of the states.

NEW DELHI: Amazon India has silently upgraded its return policy for electronic items. As per the new guidelines , electronics are no longer eligible for refunds. However, customers can still get defective items replaced. It is important to note that this is applicable only for products that are fulfilled by Amazon. For items that are seller-fulfilled, it is up to the seller to issue refunds for items that can't be repaired or replaced.
"Mobile phones, tablets, laptops, desktops, monitors, cameras and camera lenses that are fulfilled by Amazon are not eligible for refund and have a replacement only policy. In case you have received a defective or a damaged mobile phone, tablet, laptop, desktop, monitor, camera or camera lens that is fulfilled by Amazon, you will be eligible for a free replacement by the seller as per the product replacement policies provided on Amazon.in," according to the company.
Amazon India did not clarify what will happen if the seller cannot provide replacements for electronic items fulfilled by Amazon.

Hyderabad: India Post's payments bank will start functioning from March 2017 and serve as a wider platform to implement financial inclusion programmes, IT & Communications Minister Ravi Shankar Prasad said on Sunday.

He said the proposed India Post payments bank will have immense potential to sell third party product and services.
Hyderabad: India Post's payments bank will start functioning from March 2017 and serve as a wider platform to implement financial inclusion programmes, IT & Communications Minister Ravi Shankar Prasad said on Sunday.
"We are going to start the postal payments bank by March 2017. Very soon we will go to the Cabinet and postal payments bank will become operational from March 2017," Prasad told reporters here.
He said the proposed India Post payments bank will have immense potential to sell third party product and services. About 50 companies, including some from abroad, are keen to partner with postal department for the payments bank, like World Bank, Citi from America, Barclay's from England, he said.
Reacting to a query, he said these institutions will offer third party services like insurance products, mutual funds, banking instruments and a variety of financial instruments. Asked on the interest shown by these institutions, the minister said, "...that board will decide, I'm only saying value addition of postal department it is attracting so much global attention." "...they will decide how much to give them. It is a call they will take," he said.
The payments bank of postal department will become a big platform of financial inclusion, Prasad said. "We are going to invest about Rs 800 crore -- Rs 400 crore will be invested by the department and the remaining amount will be equity part (mobilised as equity)," he said.
"Postal department has the widest network in India. We have 1,54,939 post offices in the country, out of that 25,560 are departmental post offices and 1,29,379 are branch post offices," he said.
"Under (Prime Minister) Narendra Modi, we have decided to re-energise the postal department for India's growth and financial inclusion," he further said. In August 2015, the RBI had given in-principle approval to 11 entities to start payments bank, including the postal department.
The approval is valid for 18 months and all the entities are required to submit a detailed business plan after which they shall be given the final nod.

It is no surprise then that hearing from the Minister about developments like the networking of post offices, postal savings coming on a CBS platform and the Post Office preparing to set up a Payments Bank would have been a matter of satisfaction for him. His sending a message a message to the postal staff through the Minister is a rare gesture, which is sure to inspire them to higher standards of service delivery.
The words of appreciation from the President represent the increasing significance of the Postal network in the national mainstream and in public perception. With it also comes a higher responsibility for the management and staff of India Post, the responsibility of living up to the expectations of the country’s First Citizen.

He categorically said, Government is committed to reform the postal department . Two unique qualities of Department of Posts are Extensive network spread in nook and corner of the nation and Emotional connect of Postman with the rural life.
India is at the tipping point of digital revolution and Postal department should be the fulcrum of economic development esp in rural life.
Postal department's share in E-commerce is around 15% only, which needs to be improved drastically. The entire ecosystem to reform the postal department needs to change..
1. Pick up points to reach the customers proactively to collect and deliver posts/ parcels.
2. India Post Payments Bank need to be flawlessly implemented . It should act as a platform for 3rd party services. Human Resource Training needs to be given. Postal Payment Bank should be started definitely by March 17
3. Implementation of IT modernization solutions needs to be improved. We keep getting complaints of glitches leading to harassment to customers
4. Parcel Delivery .. New ideas to generate revenue with Technology infusion. Geo tagging and better location identification needs to be considered.
5. Human Resource capacity building ... Need to incentivize the performance... Gud incentive at right time will be a big motivation. Best practices should be replicated pan India.
6. Good sign boards pan India should be ensured.
7. Metamorphosis of postal department should be branded well.
8. Surety of punishment is more important than Severity of punishment... in case of disciplinary cases. Any laxity in timely completion of disciplinary proceedings should be viewed seriously.
9. Philately should be ventured as a new source of revenue generation. My Stamp, Commercialisation of stamps need to be tried to earn revenues.
10. Social Media should be effectively used for complaint redressal and creation of awareness regarding departmental initiatives/ schemes.
11. He expect all of us to work hard.. to achieve the goals of government.
12. Recruitment to fill up vacant posts should be done in a transparent and fair means. Any irregularity should be viewed seriously and responsibility should be fixed..

Update of IT Modernisation Project as on 31-03-2016
The latest position of implementation is as follows:
· Primary Data Centre has started functioning at Navi Mumbai since 3rd April, 2013.
· Disaster Recovery Centre has been powered on at Mysore on 15-05-15.
· 28014 Departmental Post offices including mail offices and administrative offices have been networked at single Wide Area Network (WAN) and connected to Data Centre.
· Core Banking Solution (CBS) has been rolled out in 20494 Post Offices.
· ATMs have been installed in 759 locations.
· Core Insurance solution (CIS-PLI) has been rolled out in 25406 Post Offices.
· CSI Wave-1: Implementation of IDAM (Identity and Access Management) and SSO (Single Sign on) are under progress in Mysore Division.
· Other Wave-1 security components are at Data Centre level and they are under implementation.
· Anti-virus installed in 74,500 desktops
Enterprise Monitoring System under CSI Wave-1 is a Data Centre level component and it is under implementation.
