Subject: Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.7.2015.


The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/2/2015-13-11 (B) dated rot" April, 2015 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 113% to 119% with effect from 1st July, 2015.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate Orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the employees working in the Indian Audit and Accounts Department are concerned these orders are issued with the concurrence of the Comptroller and Auditor General of India.

Comrades,

            The Postal Joint Council of Action comprising NFPE, FNPO, AIPE Union GDS (NFPE) & NUGDS has viewed with grave concern, the total negative attitude of the Central Government towards the genuine demands of the Postal employees which includes the revision of wages and service condition of the Gramin Dak Sevaks by 7thCPC, implementation of Cadre Restructuring Agreement and filling up of all vacant posts in all cadres of Department of Posts.

            As the 7th CPC  may  submit its report  any time before 31st  December,2015 , delay in settling the above demands will  result in denial of justice to 5.5 lakhs Postal Employees .

            In view of the above serious situation the PJCA  unanimously decided to  revive the  postponed indefinite strike of  May 6th  and  to commence  the indefinite  strike  from 23rd November, 2015, the date  from which JCM National Council  Staff Side  is going  on indefinite  strike. It is further  decided  that  in case  the JCM  Staff Side  change their decision the PJCA  will go on  strike from 23d November,2015 itselffor the following  demands:

            (i)Include GDS in 7th CPC for wage revision and other service related matters.

            (ii)Implement cadre Restructuring proposals in all cadres including Postal     Accounts and MMS in Department of Posts

            (iii)Fill up all vacant posts in all cadres of Department of Posts(i.e. PA,SA,       Postmen, Mail Guard, Mail Man, GDS Mail Man, MMS Driver & other staff in         MMS, PA CO, PA SBCO , PO Accounts & Civil Wing  Staff)

Govt decision to discontinue Postage stamps of Indira and Rajiv Gandhi - Contreversy erupted


A controversy erupted  over the decision to discontinue postage stamps of Indira and Rajiv Gandhi with the government saying only one family can not get this honour, even as the Congress termed the move as "insult to the history" and demanded an apology. 

  Defending the move, Communications Minister Ravi Shankar Prasad also said that an advisory committee has suggested to replace the picture of Indira Gandhi with that of Yoga on inland letters, but no final decision has been taken as yet.  Prasad said a decision has been taken on advice of the Philatelic Advisory Committee to issue definitive series of stamps in the honour of Shyama Prasad Mukherjee, Deen Dayal Upadhyay, Netaji Subhash Chandra Bose, Sardar Patel, Shivaji, Maulana Azad, Bhagat Singh, JP Narayan, Ram Manohar Lohia, Vivekananda and Maharana Pratap. 

"In the definitive stamp series, the focus was (so far) on one family... though other names were there. Mahatma Gandhi was there, Maulana Azad was there. Dr Ambedkar was there. Dr Bhabha was there," he said.  The Minister said the new series is "inclusive" and seeks to encapsule the contribution of all the leading lights of the freedom movement including Jawaharlal Nehru.  Defending the decision to drop stamps on former Prime Ministers Indira and Rajiv Gandhi stamps, Prasad said the government believes that whoever has contributed in making of India, irrespective of the ideology, should be honoured and postage stamp is a symbol of that honour.

            I am directed to refer to your Circular No.PF-PJCA/2015 dated 12th August, 2015 on the above mentioned subject and to send herewith the following point wise information relating to the Charter of Demands:-

      (i)     Include GDS in 7th CPC for wage revision and other service related matters:-
 Ministry of Finance has not agreed to the proposal of this Department for inclusion of GDS within the purview of 7th CPC inspite of several attempts. 

(ii)    Implement cadre Restructuring proposal in all cadres including Postal Accounts and MMS in Department of Posts:-

Cadre restructuring proposal of Group ‘C’ employees:  The proposal is pending with the Department of Expenditure, M/o Finance at present.

The Cadre Restructuring proposal of Stenographers cadre is under examination.

Postal Accounts Cadre: Regarding restructuring of Sorter, LDC and DEO cadre in PAO’s, views of both the Associations viz. AIPAEA, BPAOEA have been called for vide letter dated 29th June, 2015. It would be processed further on receipt of necessary inputs from them.

MMS Cadre:  The case of MMS is under process.

(iii)    Fill up vacant posts in all cadres of Department of Posts :-

(a)    As regards vacancies of LDC/JA/Stenographers under DR quota the necessary details have been uploaded on the SSC’s Website.  Further action would be taken on receipt of dossiers from the SSC. 

(b)    Abeyance order dated 27-04-2015 issued in r/o PA/SA DR Exam 2014 has been revoked in 10 Circles namely Andhra Pradesh, Assam, J&K, Karnataka, Kerala, North East, Odisha, Tamil Nadu, West Bengal and Punjab and these Circles will now be filling up PA/SA DR 2014 held up vacancies.

(c)   Work of conduct of PA/SA DR Exam for the vacancies of 2015-16 has been entrusted to the SSC and in its notification dated 13-06-2015, 3506 vacancies have been announced to be filled up.            Examination is scheduled in the month of November, 2015.
(d)  The necessary instructions have been issued to fill up the vacancies in Postman/Mailguard and MTS cadre and circles are in the process of filling up these vacancies.

(e)    Instructions already exists for filling up of vacant posts of GDS Mail Man.

2.       In view of the fact that all the issues are under active consideration and being processed, the Federations are advised to cancel the Dharna as no useful purpose is served through agitations/dharnas.

Subject: Revision of PLI Proposal form.

Consequent upon revision of maximum Sum Assured limit in respect of PLI policies from Rs 20 lacs to 50 lacs earlier, two separate proposal forms - one for below 20 lacs and another for above 20 lacs were brought in to use which caused lot of changes to be made in CIS. Hence need was felt for devising a single proposal form.

Accordingly, a common proposal form for PLI proposals has been devised. A soft copy of the same sent herewith. Henceforth this new form may please be brought into use.

Till the time provisions are made in the Core Insurance Solution for capturing the data for additional information for proposals having sum Assured /aggregate Sum Assured more than 20 lacs, the data will not be captured by the system. Accepting authorities concerned should, therefore, take decision of acceptance or otherwise based on the scanned images available in the system. Once provision is made in the CIS for data capturing, data will be entered for new proposals of more than 20 lacs of sum assured/ aggregate sum assured received thereafter.

Suitable instructions may be issued to all concerned for information guidance & necessary action.

This issues with the approval of the Chief General Manger [PLI].

Revision of Cycle Maintenance Allowance of GDS Mail Carrier / Mail Deliverers

Postal Directorate vide memo no F. NO 41-1/2011 - PAP dated 15.09.2015 has issued orders revising the CMA of GDS to Rs 90/- per month with immediate effect. It was also ordered that the CMA will be increased by 25% as and when the DA payable on revised pay scales goes up by 50% in future.

Central Govt has asked the Departments to move compulsory Retirement proposals in respect of Employees who are inefficient and having doubtful Integrity..

The move by the Department of Personnel and Training follows a meeting chaired byCabinet Secretary P K Sinha recently on mechanisms to be adopted to ensure probity among government servants. 


The departments have been asked to invoke provisions of Fundamental Rule (56J) to compulsorily retire such officials. 

Under Fundamental Rule 56(J), the government has the "absolute right" to retire, if necessary in public interest, any Group A and B employee, who has joined service before the age of 35 and has crossed the age of 50. 

Under the rules, a C Group government servant, who has crossed the age of 55 can be retired prematurely but action can be taken only if the official is suspected to be corrupt or ineffective. 

Group A comprise officers of All India Services like IAS, IPS, Indian Forest Service, IRS, while Group B consists of non-gazetted officers and Group C clerical and ministerial staff. 

However, action can be taken only against such officers whose annual increment have stood frozen for a few years and have not got promotion in preceding five years. 

The meeting emphasised rotation of officers on sensitive and non-sensitive posts and their review and screening under FR 56(J). 

The DoPT has been asked to monitor implementation and obtain compliance from all ministries in this regard. 

"As this activity is to be completed in a time bound manner, it is requested that priority attention may be paid to it and inputs sent to the internal vigilance section at the very earliest," the notice, sent to all ministries, said.

Premature Closure of POTD Accounts before 6 months - clarification- SB Order no 9/2015


It was clarified vide SB Order no 9/2015 dated 07.09.15 that awaiting amendment by MoF(DEA)from Post offices will not allow closure of  any TD account opened from date of receipt of this order up to 6 months period from the date of opening of account.
